Certerra Names Larry A. Mercardante as Northeast Division President

Certerra is pleased to announce that Larry A. Mercardante has joined the organization as Northeast Division President.

Larry brings more than three decades of leadership experience in construction materials testing, special inspections, geotechnical engineering, environmental drilling, and infrastructure consulting services. Throughout his distinguished career, he has developed an extensive understanding of operational management, quality assurance, client engagement, and strategic growth.

Prior to joining Certerra, Larry served as President and CEO of Universal Testing & Inspection Services, where he successfully guided the company’s expansion, diversified its service offerings, and invested in talent and technology to support long-term growth. His leadership helped establish Universal as a trusted partner for public- and private-sector clients throughout the Northeast and Florida.

Larry’s project experience spans airports, transportation infrastructure, educational facilities, utilities, land development, and major public works initiatives across the United States, Canada, and the Caribbean. During his tenure at Universal, he oversaw a portfolio representing more than $75 million in contract value and construction programs exceeding $20 billion.

As Northeast Division President, Larry will focus on operational excellence, client success, talent development, and strategic growth across the region.
